Removing Vintage Bubbles?

I have an unusual question.

Does anyone know how to remove vintage bubbles from cards? I want to remove the bubble completly without ripping the card back.

If you have a hairdryer,just use it to make the blue loosen up and I think nailpolish does the trick too?
