Well, didn't he actually say he took the initiative in creating the internet in the Senate ? In that respect, it's not like he was saying he created it period, just that he got it's use going in the Senate.

He meant that he created the network within the senate. BUT, he did say he took the initiative in creating the internet...which of course can be funnily misconstrued as to his boasting at creating the internet. ;)
