His name, Galactic Herky. His title, Dark Lord of Sith and official Mascot of the University of Iowa. http://www.herkyonparade.com/thestatues_search_details.asp?I=10
This is part of an art festival commemorating the 75th Anniversary and rennovation of Kinnick Stadium at the University of Iowa, Iowa City. 75 six-foot, 300 lb statues of Herky the Hawk in various costumes located in the Iowa City, IA area. I've seen about 5 on campus. All look cool.

This seems to be the latest trend, adding numerous statues around a town each painted or modified by a different artist. I've come across a few:
Lexington, KY - Horses
Galviston (?), TX - Pelicans
Cleveland, OH - Guitars
There a few others but I'm drawing a blank on them right now. It was interesting the first few times I came across them but now it seems to be a bit much.

EP, Los Angeles area had weird angel statues like that.
That Vader needs to be away from my eyes. :eek: ;)

Don't forget that Chicago had cows, then ping pong tables, then furniture......cool first time, horrible after that!

The Chicago cows, that was one of the ones I remember seeing too.

Lincoln, NE has bikes all over the damn place. My town, Lafayette, CO, has dumb owls for some reason. Anyway, the Vader thing is odd.
