Well, this probably belongs in the Comics & Books forum, but I'll go ahead an answer a few of your questions:
1) How far along are you in the New Jedi Order? I ask because you'll get some very definite answers as to whether the "Far Outsiders" are the Yuuzhan Vong, and what Vergere's been up to for about forty or fifty years. :)
2) The Death Star's origin is pretty convoluted, because there were several stories prior to Attack of the Clones as to how it came about. This is pretty much accepted as the timeline of the Death Star history:
1-Raith Seinar came up with the idea, which he allowed Tarkin to take credit for. (Don't worry about him. He got the credit, and lots of money, for designing and building the TIE fighter and many variations thereof.)
2-Tarkin passed the idea to Palpatine, taking all the credit for it. This put him even more in the Emperor's good graces than he was and resulted in his being promoted.
3-Palpatine and Dooku had the Geonosians come up with actual specifications for the Death Star.
4-For reasons unknown (possibly the plans the Geonosians supplied were not yet complete), final designs were done in the years leading up to ANH by an Imperial scientist named Bevel Lemelisk and by a group of technicians at a top secret Imperial installation called the Maw (which was located in the midst of a black hole cluster near Kessel).
5-A 1/2-sized prototype with a weaker superlaser and incomplete structure was built in the Maw and tested. It remained there until Han Solo and Kyp Durron destroyed it six years after the Battle of Endor.
6-The full-sized Death Star was built orbiting the planet De'Spayre, which became the first planet to be destroyed.
7-A slave of Tarkin's, Ackbar, defected to the Alliance and informed them of the existence of the Death Star.
8-Two sets of plans were intercepted (most speculate they had to be used in conjunction with one another) by a mercenary named Kyle Katarn (a future Jedi) and a Rebel team led by Bria Tharen (Han's ex). Bria's group transmitted plans to the Tantive IV, which was soon captured by Darth Vader. The plans were stored in an astromech droid who escaped to Tatooine and the rest is history. ;)
3) Tarkin's history has become far more convoluted, and I'd suggest looking at The New Essential Guide to Characters for his full story. To answer your question, though, he is one of a very small number of folks at the time of Rogue Planet to know the Chancellor both as Palpatine and Darth Sidious.
One other neat detail: Obi-Wan is using Qui-Gon's saber in Rogue Planet. It's not clear if it was destroyed, donated to a Jedi archive, or put away for sentimental reasons prior to AOTC.
