There was a thread asking what the name of "Star Wars: Republic" comic should be changed to with Episode III coming up in May.
I was thinking this should be called, "Star Wars: Imperial Senate"--while the Imperial Senate is part of the Empire, it sounds a lot less vicious than "Empire" what with Darth Vader and the Emperor being around. Imperial Senate will be the transitional period between Republic to Empire.
At least "Senate" sounds like the people still have a voice before Palpatine's power is solidified in ANH, where the Imperial Senate was disbanded.
While Palpatine, Vader, and Tarkin would be around during this time and major players, we would be seeing the further formation of the Rebellion and
what went on as Vader hunted down the Jedi, Sutran, Dark Jedi, etc.
This could show how the Imperial Dignitaries were selected and how the Rebels within the Imperial Senate were fighting the Emperor.
Darth Vader's Sith training would be shown. More of the Darkside and the Sith explored.
We could see what the Senators were doing and who they were at odds with.
