No it's a word derived from a notorious order of European monks and means sexual intercourse with a fellow man. It's also been appropriated as a mild insult, and sometimes affectionate jibe used in the same way as bastard. "you sly buggar" "you canny buggar" Quite often uttered in incredulous tones.
If i had my slang dictionary close to hand I could probably rattle off a better response but I just got up and can't be buggared.
