I guess he means those bags used by Kenner for mail-in offers and such. I doubt many people saved them once they opened them.
He could also mean those bags sold to keep loose figures in. If that's what you mean, then you should check out Brian's Toys.

I mean the figures that are still sealed in thier mail away plastic bags. (not opened yet)
